The text "When All Thy Mercies" was written by Joseph Addison (d. 1719). This text is usually set to a different hymn tune called "Manoah." Two texts more commonly set to "Belmont" are "The Lord Be with Us as Each Day" and Charles Wesley's "O for a Heart to Praise My God." Both tunes and all three texts are in the public domain worldwide.
There is a beautiful version of "When All Thy Mercies," to the tune of "Belmont," on Fernando Ortega's album The Breaking of the Dawn.
If you like, you can hear a MIDI file of "Belmont".
